Public Safety undergoing restructuring - Robyn Montour appointed Director

The Mohawk Council of Kahnawà:ke (MCK) would like to inform the community that the Public Safety Division is undergoing operational restructuring. In the past, public safety and security were managed under the Public Safety Commission. The restructuring process separates Public Security from Public Safety to enhance the operational effectiveness of both sectors.
As a result of the restructuring, a new Director position has been created to provide oversight of Public Safety operations. The MCK is pleased to announce that Robyn Montour, the former General Manager of Public Safety, has been appointed Director of Public Safety. Lloyd Phillips will continue to serve as the Commissioner of Public Safety, focusing more on Public Security.
Montour brings over five years of experience as the General Manager of Public Safety, a role she began in June 2019. She was a crucial resource in Kahnawà:ke’s emergency response during the COVID-19 pandemic. She holds a Bachelor of Arts in Sociology from Concordia University.
“As a General Manager, Robyn had demonstrated the knowledge and leadership abilities required in the role of a Director,” stated MCK Executive Director Onerahtókha Marquis. "During her tenure with Public Safety, she has managed numerous files, including the updating of the Animal Control Law through the Community Decision Making and Review Process, the mitigation of matters surrounding Asbestos Containing Materials and the Industrial Fuel Spill, and, most challenging of all, the response to the COVID-19 pandemic. We are delighted to welcome Robyn to her new role."
As Director of Public Safety, Montour will oversee Animal Control Services, Public Safety Inspections, Landfill Services, and work in collaboration with the Commissioner of Public Safety on Emergency preparedness and planning.
“Having Robyn as a manager has been a great asset to the Public Safety Division, and she assisted significantly through some very challenging times. We will continue to work closely together but will also allow both of us to focus on areas requiring development to meet the growing need of the community,” stated Lloyd Phillips, Commissioner of Public Safety.
Ms. Montour began her new position on October 10, 2024, and is reporting to Executive Operations Officer Alan John Rice.
