Kahnawake Gaming Commission to create Raffle Regulations

The Mohawk Council of Kahnawà:ke (MCK) has unanimously directed the Kahnawake Gaming Commission (‘the Commission’) to create regulations for certain kinds of raffles that are offered within the community.
The Commission’s regulations will authorize and provide guidelines for raffles to be conducted by community organizations, when the prize exceeds $5,000. Raffles to be conducted by individuals will no longer be allowed unless the prize is less than $1,000. At this point, sports pools, game squares and 50/50 draws will not be included in the regulations.
The decision was made in response to a substantial number of complaints/concerns that had been brought to Chief & Council regarding to individuals advertising and holding high-stakes raffles for private gain. The MCK had been made aware that such raffles were being operated under the guise of fund-raising for community organizations.
In one such instance in 2009-2010 the MCK issued notices advising community members not to participate in the ‘Power Draw’ due to serious concerns over accountability. These concerns were borne out, and the promoter was later directed to cease all activities and refund all monies received in relation to the draw.
“The Mohawk Council of Kahnawà:ke has a responsibility to protect the interests of the people,” said Chief John Dee Delormier, who holds the gaming portfolio. “There have been a number of concerns raised that the Commission will be addressing through regulation.”
The new regulations will be enacted under the existing Kahnawà:ke Gaming Law. The Commission is expected to issue a more detailed notice on the matter within a few weeks.
